There is one additional problem: "I-193" can be filed on the point of
entry into US. However, no one airline company would allow the permanent
resident to board without having green card.
Only possibility woulod be that permanent resident board the airplane
with his visa waiver passport. On the point of entry, he would declare
that he has not a green card with him - so that he would file "I-193".
In this case, it is SKK who would say : "I am a permanent resident, but
I have forgotten to take with me my green card. I would like to enter
USA as the permanent resident"
However, the story of SKK is different. He tried to enter USA without
green card. And than, there were inspectors who discovered that, and who
made him sign some paper. Besides that, these inspectors even filled out
the entire form, so that SKK needed only to sign, without necesity to
read the content. Rather unusual, to have so nice inspectors: to fill
out "I-193" instead of applicant and to waive payment of $150 or $250.
