That is *not* true for H1s.

Expediting it won't help. Cap is cap. New H1s are available from Oct. 1.
Applications can be filed up to 6 months earlier, but the start day still will
be Oct. 1. Expediting it is a waste of money. While they approve an expedited
application within 15 days, the start date can in *no case* be earlier than Oct. 1.
There are additional 20000 H1s available from March 8 for graduates of US
universities.

PERM is *only* for GCs. For H1, there is the LCA.
