My understanding is that unauthorized travel to Cuba by a US citizen
can, in theory, result in substantial fines or even imprisonment.
Some time back, I read about cases where undercover US officials
were hanging out in Canadian airports and taking note of travellers
arriving from Cuba who subsequently boarded US-bound flights. Some
people identified in this way later received letters from the US
government demanding fines in the several-thousand-dollar range for
breaking the US embargo. I don't know if anyone actually paid these
fines, or if any of the cases ever went to court.
