Entering on a visitor visa or visa waiver with the intent to marry is fraud.
It is possible to marry a US citizen and adjust status to Permanent
Resident even after entering with a visa waiver, but if this happens too
soon after entering, CIS is going to have a lot of questions. They would
assume that he entered to marry, and he would have to convince them that
his entry on visa waiver was legitimate.
It is recommended to wait 60-90 days after entry before marrying.
