It is not a matter of holding on to the check. One has to understand
what happens to the petition once it is received at the service center.
A guide to that can be found in attorney's Matt Udall's website:

As you will see the mail is received and the mailroom puts in into bins.
From there the bins are taken to the correct department and then the
envelopes opened and checked for correctness. This process alone might
take a week.
Your notice of action will provide you with the date of receipt, etc.
Depending on the service center you used, you should be receiving the
NOA within a week after the check is deposited.
