The delay is mostly due to the priority dates. There are immediete
relatives who are exempt priority dates. Spouse if an LPR is 2nd
preference. They trickle out the visas.

Right now they are working on approved I-130 petitions from April 2001
for spouses of an LPR. Some wait longer than that depending on which
country they come from.
