Personal visit is always best if possible. Just coz some front counter
drone said no means sweet FA. Go determined but with a sweet smile and
explanations of why you want it. Honey is better at getting it than
vinegar, but make it obvious you ain't going to be fobbed off in 5
minutes. If the first drone can't do it, see if s/he can pull you up the
ladder to someone who can. At the very least, you need to come away with
a piece of paper saying they're not giving it you and why.

If this accomplishes nothing, try the Freedom of Information Act and
lawyer. No idea whether it will work -- just an idea.
