Just something I thought about.

For our 'DCF' in The Netherlands we need a police certificate too. Only
the NL police doesn't give this to individuals either. So the consular
officers get it straight from them, themselves. Maybe if you can't get
it from the police at all, you could get back in touch with the lady and
explain, so maybe they can get it from the police?

I'd do what Fatbrit suggested - try hard to get it but if not, get in
writing why you can't get it. Then go to the USCIS with it and maybe
they can try.
