If he seeks admission as a visitor in the future, the fact that he is
still maintaining a valid driver's license may indicate immigrant
intent. For all practical purposes they are telling the state that
issued it that they are a resident of their state. Many states require
that you notify them within 10 days of an address change. So they tell
a state they live there, yet tell the federal immigration authorities
that they live outside the United States. It could create a conflict
and a problem.
