CB, which is it! :) Immigrant Visa will be glued in her passport.
Does she have this?
Petition is still a 'hope' and gives her no permission to live in
the US yet.

'Time' in or out of the US is only a part of the equation. She must
demonstrate that the US is her principle residence.
