He can not apply until he has a number, the 12 year or so wait.

Once he applies then he can also apply for Employment Authorisation.

He can stay in the US meanwhile if he can maintain status some other
way. It does not have any impact on the wait.

Once you apply, the GC process varies greatly depending on location.
Some I have seen just a few months, others 2 years plus.
