When I called USCIS regarding my N-400 application they told me that
the date on the web page for each office indicated the date of
applications which are completing processing. So in your case that
would mean that they are saying that people who applied in Nov 2004
should be finished the process now. This means that pretty much they
are working on a 12 month timeline, although it seems that your
timeline will be ahead of that.
