That's BS. Companies that are looking for cheap labor outsource to other
countries. They don't go to the extra expense of getting people here, paying all
the lawyer costs, the fees that are now part of the H1,...

Sure, there are occasional problems with companies that violate the law. But
that of course happens in other places as well (e.g., Enron, Worldcom), and is
not an indication of a systematic problem.
The fraud prevention and detection fees are there to pay for investigations, as
per INA 286(v). I am sure the anti-immigrants would complain even more if that
would be paid for by tax dollars...
