Pierro, you should have conacted the U.S. Embassy immedeately at the moment you spouse were not able to travel to U.S. along with you. You could have applied for your spouse's Immigrant Visa to be re-issued for the second time (you would need to pay that fee again).

Now, you can not apply for that visa, because all the visas could have been issued only during the fiscal year on which you were eligible, i.e. you are the DV 2004 winner, arent' you? You should have thought about that earlier. Sorry, life is shit!
