According to the birth certificate issued by the government of the UAE,
the OP is the father. It sounds like the US serviceman isn't stepping
up to his responsibilities and is unlikely to seek custody.

Think of The Jerry Springer Show. It's not uncommon for noone to know
who the father is. Governments like documents and paperwork.
