Piero, thanks.

I left the job and am applying for COS – will look for a new
job on H4.

Regarding the H1B withdrawal that you mentioned:

1. the employer told me that they won’t be taking any actions
regarding my visa situation – no obligation when I leave the job vs.
employer’s termination (is that true?)

2. are there any other basis that my H1B can be revoked?
If I am lucky to make it in 60 days I would like to be able to port
it.

And if it takes longer, being on H4 I understand that when a new
employer applies for another H1B for me I will not be cap-subject as I
already was counted and was on H1B, am I correct?
