That may be your definition, by BY DEFINITION newsgroups are for the
dissemination of NEWS pertinent to the group(s) to which they are posted.
(That means posting news articles).
Opinion, discussion, debate, argument, etc. are but secondary consequence of
the free speech that we take for granted in our free and democratic
societies.
Also, propaganda, as you describe it, is in the eye of the beholder and is a
fairly weak refutation of opinion that you may disapprove of.
