You might try writing a letter to the US Senator and Representative
representing your mother's state and congressional districts (and your
own, if you vote in the US). Lay out the issue just like you did here,
and request that he or she contact Homeland Security to ask for an
explanation of why a US citizen and voter is being put through these
hoops. Congress types all have staff members to do just this kind of
thing, and they often get results just by shining light on the issue.
