Read what I said.... it's been legal under FISA since 1978. That's when
FISA was passed.

And I live near Buckley AFB with its huge surveillance receivers.
Again, what I said wasn't that the US only began spying this was in
1978, but that FISA set up a system for expanding and authorizing such
things in 1978. Bush/Cheney are arguing a straw man. What they want,
effectively, is legal but they insist on justifying their doing it
illegally.
