Not sure what you mean about SSA refusing to give the number.
If you are talking about the SSN not being assigned, the only reasons
for that happening would be immigration saying you aren't authorized to
work or your status being within 14 days of expiring at the time your
work authorized status is verified.
Now if you are talking about the SSA office letting you know the number
before the card arrives, as long as you take valid ID into any SSA
office and provide your full name, DOB and parents names there shouldn't
be any problem with getting your number.
