You really should have looked at the link that Boiler provided see it
for sourself to notice that the waiting time if your mother is a USC vs
a GC holder. (I want to skip the comparison of time if you were to file
vs your Mom's filing as the waiting time if you file would be so much
loger especially since you didn't file for your bother already. Like
Mr. F said, you could have filed for your brother while our Mom also
filed petition for him. But you might still want to file for him.

My suggestion is for your mother to go ahead and get US Citizenship.
When she becomes a USC, she needs to inform the immigration about it so
that your brother's category will jump to a higher priority. Do look
at the link Boiler gave to see the waiting time.

Note that the PD (priority date) would be on the approved letter of
I_130 your Mom received. That would not chnage when your mother becomes
a USC; only the category would change (for the better).
