If your previous H1B hasn't expired (as far as the timestamp on your
visa or notice of action is concerned) and the company that sponsored
you has not cancelled it, this could be considered an extension. Even
then, lack of recent paystubs might create some delays or RFE (request
for evidence) notices.

Best bet is to deal with this as a new application, considering that
would reset your clock to 6 years, if you wait a few more months (which
you may have to given the quota situation, if you decide to treat it as
a new case).
