I'd say the very first thing to do is find out the exact reason his previous
application was denied and go from there. The US consulate would have given
quite specific grounds for the denial.

Based on that information it may be possible to submit a new application
with more documentation which would satisfy the consulate - or not.

1 more important thing. Intention to immigrate to the US is a very important
factor when the consulate decides on a visa. I suggest he figure out very
clearly when if and how he intents to immigrate or not. If he doesn't intent
to do that at the present time he should be very clear about it and be
willing to support that position. If he does then he should research an
immigrant visa option.
