If this forum is the "best place to pop this question", why did you also
post the same question in another forum?
USCIS does *not* issue social security cards!
If she entered the US without inspection, then - never... whether you're
a US citizen or not. If she entered legally and then overstayed a visa,
then that won't take quite as long.
