Actually I don't know the the rules, but I can tell you that when I got
my B1 I had to return to my Home Country (UK) to get the visa stamped in
my passport by the consulate in London. It wasn't an 'interview' per se,
just a visit to complete the necessary process. Going to Canada to do
the same was NOT an option open to me, we did enquire in order to try to
save time and money.
I would 'guess' that you must return to the country of citizenship to
get the visa stamped, tho I might be wrong. Country of residency maybe OK.
Your employers attorney should be able to tell you where to get the visa
when it is granted, they for sure will know the rules and regs. Good
