One of the documents needed for "Family Based Green card" is

'An original statement from a US consular officer verifying that you
are a US citizen with a valid passport"

Can any one tell me how I can get this document. Where I can find a US
consular officer or office and how I can get this doc....I googled a
lot about US consular offices/officers etc..but none gave the right
answer. Its not clear on the form too, on how I can get one.

I dont understand why they need, US passport + copy of naturalization
certificate and then on the top of those two, they need this statement
from US consular officer..too much unnecessary paper work..three
documents to prove the same thing !!
anyway if any one could help, please!
