Why "So"? You only need a new visa if your old one is out of date (or
if you've done something to get it cancelled).

You may well be able to get the visas in Canada. You won't know for
certain until you try. Consulates are only required to accept
applications from people who are "normally resident" in that country.
Many will deal with other straightforward cases, but they'll send you
to your own country if it looks like extra work for them (for example,
if they need to check up on the reliability of some documents issued in
your home country).
