Hi,

You would be able to file the I-129F for the fiance visa while he is in
the USA, that's not a problem. He would then return to Portugal for the
visa processing and interview, then return to the USA on his K-1 visa.
You'd then have 90 days to get married.

Or, you can get married while he's here on vacation, and submit the I-
130 for spouse immigrant visa. It is basically the same process. He
will return to Portugal for his visa processing, and then return to the
USA on an immigrant visa.

Basically you'll be separated no matter which way you go. The
question is, would you rather be separated as an engaged couple, or a
married couple?

p.s. - the K-1 might be a little faster in getting him to the USA, but
there will be more paperwork to file once here. With the immigrant
visa, no more paperwork in USA.
