When someone says "illegal", do you wonder what do they mean by that?
As far as I know, the undocumented illegals can't go to college unless
they have fake socecial security number, etc. They can go to grade
schools and that's about it.

No.
There are those who became illegal by getting out of status (of visit
visa or student visa) once in US but they have immediate family
members who are US citizens who have filed petition for residency for
them. These types of illegals will once day become US resident vis
family-based immigartion. In the mean time, should they just sit home
and do nothing instead of getting education and one day contribute to
the society? After all, their US citizen family members who is(are)
taking care of them is (are) contributing to the society while not
being able to claim them as dependent on tax filing.
The least the government can do is let these types of illegals get
education via resident rate. I think it is fair though there is this
element of getting out of status and staying illegals. But one has to
think about family reunification too. One hould consider the sacrifices
the family members who has become a USC made before becoming a US
citizen.
So nothing is clear cut like you are being told. One day, when you are
a USC, you'd probaby call your little sister or bother and keep her/him
illegally with you until she/he gets greencard.
