The following is taken from
http://travel.state.gov/visa/temp/types/types_1274.html#11

If the spouse and children are not Canadian citizens, they must get a TD
nonimmigrant visa from a U.S. embassy or consulate. They must contact
the U.S. embassy or consulate that serves their area for information on
how to make visa applications.

I don't think your wife can get a TD visa at the border. She will have
to apply at the US Consulate in Toronto.
