Hi:

Assuming he has a potential employer willing to sponsor him for an H-1b,
it is anticipated that the quota for Fiscal Year 2007 [October 1, 2006 -
Sep 30, 2007] is about to be exhausted. So this gives him some time to
locate the employer willing to sponsor him for a job starting October 1,
2007 and willing to file in April 2007.
