Irish passports are valid for travel to the US right up until the
expiration and do not need an extra 6 months.

Belgium is subject to the same visa waiver rules as anyone else at this
point in time. They were subject to some of the new rules first though.
They required a machine readable code first because they used to be
issued with a pen.

All visa waiver program applicants must have a valid, unexpired machine
readable passport with the ICAO compliant <<<<<<<<< code on the
biographical page. any passport issued after October 25, 2005 require
an integrated digital photograph and not an affixed photo. Italy, and
France are two of the countries having trouble meeting that requirement.
No one requires a micro chipped biometric passport yet.
