The first question is whether he possesses a current and unexpired F-1
visa. if he still has an unexpired EAD based on his OPT, and if he
still has an unexpired F-1 visa, he can travel to India and return on
his EAD card and his F-1 visa.
if he doe snot posses san unexpired F-1 visa, he will needto obtain one
at the consulate base don his EAD before he returns to the US. There is
no gurantee he will obtain that visa so there is some risk involved.
