If the overstay is over a certain length of time, a ban is incurred (3
years, 10 years). Not sure which one he incurred based on his length of
overstay, but he can't return to the USA until the ban time is finished.
If his ban was 3 years, and those 3 years are finished now, he should be
OK to travel to USA again, as far as I know.
