That's an interesting point: when I came in I had to declare having a
criminal record, even though there was no way that I know of for the
USCIS to discover the fact had I not disclosed it. However, I guess the
primary intended effect of the scheme is to facilitate sharing of
information, rather than any attempt to change the immigration rules at
the POE for either country.

Nevertheless, at least it might keep people who have recently jumped
bail from getting in without declaring the fact...
