Provided that she meets the other requirement, you can sponsor her
Also, the H1-B is one of the few non-immigrant visas that allow dual
intent, that is that she is authorized to intend to immigrate to the
US (one can even travel with a H1-B during adjustment of status
[application for green card within the US]). She will still have to
say that she doesn't plan to immigrate to the US when she applies for
a visa/change of status, but they won't be picky on that one.
For more info about the process itself, you should contact an
attorney, sponsoring someone for an H1-B isn't always straight
forward.
