There's no such thing as "renewing an I-94". You are given an I-94
when you are admitted to the USA, and you surrender it when you leave
the USA. (There are some small exemptions to surrendering the I-94
when leaving for short trips to countries contiguous with the USA).
People in some immigration statuses can apply to extend their stay
while in the USA, and if that's approved they get another I-94
indicating the extension. Unless you extend your stay (and get an
extended I-94) you must leave the USA on or before the date given on
the I-94.

You need a visa to apply to enter the USA. That's the only time you
need a visa. I don't know what the rules are for extending E-2 status
in the USA, but if it's allowed you don't need a visa to do it.
