I can't answer your other questions, but since the I-130 establishes
only the relationship to the US citizen, I don't see why it can't
process while the USC is out of the country. All notices however, will
likely be mailed to the US address... so you'd need someone trustworthy
to keep an eye on the mail for you. It'll be a total PITA to submit an
address change to some place outside the US.
