You also mentioned in another forum (that thread is now closed) that you
are 22, and that immigration has his passport.

If immigration (whoever that is) has his passport, he's not going to
be able to go to Kuwait until he gets that back, if he's even
eligible then.

I think you should just wait until his status in the USA gets
straightened out before trying to include overseas travel on top of all
that. Just my advice.
