Why? There must've been a petition, somewhere, sometime (not clear how
the daughter is becoming eligible to apply for a visa).
OP: keep calling the NVC and work your way up to an officer if possible.
See if the case can't be tracked under the mother's A# or some other
biographic information (are you sure there is no A# on the letter of
notification the mother got?). Keep asking questions. Something is going
to be mailed to the daughter--probably a Choice of Agent form. This is
where your friend needs to start getting on the ball, so hang in with
them. It often takes the NVC a while to get a case entered; if it's been
60 days and it were me, I'd call again.
