Then the child is a US citizen. Whether or not the child is also an
Indian citizen, or is entitled to become an Indian citizen, is a
question of Indian law which I don't know. Whatever India thinks or
does about the matter doesn't affect the child's being a US citizen.

Then they won't get US citizenship. Having a US citizen child has no
impact on a person's ability to become a US citizen until the child is
an adult and chooses to sponsor its parents for citizenship.
