Hi Neoshoegal and welcome

There is nothing a relocation consultant knows that you can't find out -
right here on BE. The Hubbie's Phd could be useful - also would be
helpful to know if you yourself plan on working, then what your
skill/education set is also. Does Hubby want to teach, work in
industry...or...?
Perhaps think that would be a better bet than hoping/waiting for the
lottery, although if that comes through for you, fine.
