You said he had overstayed by 13 years, you did mean years did you not?

Customs would have no issue with his overstay, Immigration on the other
hand would.

As far as the ticket is concerned, quite likely he had one last time.
Bit of an assumption, but I think he probably did not use that one to
leave within his alloted time.
