He said it was between 12 or 13 years yeh and did not have a return
ticket last time.

He kept his old passport and the j1 was for 2 years so they let him in
the US becasue he had 3 other j1's and always left on time when their
time was up.

Can he not come into the US on the wavier program or is that not
even possible,
