I hadn't considered that... but the prospective employer doesn't
withhold that tax. If she's earning abroad while resident in the US then
she would report the income (and exempt it with a Foreign Earned Income
waiver) at the end of the tax year, not pay it up-front at the time.

It still sounds like being benched on an H1-B and charged a fee by a
scam company to me.
