I don't think that it is done intentionaly.
I think that it has more to do with the way bureaucracy works. In this
case, the "idea" (assuming somebody at the Dept of State have had this
idea) of updating the current notices hasn't yet gone thru the proper
chain of commandment.
That being said, in terms of bureaucracy, if you don't like the Dept
of State, then you ain't seen nothing yet: you will be amazed by the
was USCIS operates.
