Getting the copy of the birth certificate (or any legal document for
that matter) is pretty simple. You need to identify who is a notarized
officer - usually bank managers, judges or even some lawyers and some
executive level government employees are eligible. They would have a
seal mentioning that they are notarized officials. This is the way it
has always worked in India and the US.
You just need to get their signature and their notarized stamp / seal
on your copy of the certificate. Of course this means that they are
vouching for the authenticity of the document which just translates to
the fact that they know you and know that you would not do such a
thing.
