OK, so your wife's father, who is a USC, filed an I-130 petition for his
married daughter and her family. There is indeed a backlog for that
category, most likely for several years. I'll have to check on it when
I get back from lunch.
The only way for you to come sooner, is if you can get a visa of your
own, either through work or school. You can come visit on the VWP or
visitor visa, but you can't immigrate using those.
