I think this is called 'benching' and is a common practice of
unscrupulous outfits that bring people here on the promise of a job and
then leave them stranded. How they get past the H1b approval process is
a bit of a mystery to me though.

To the OP: If you want to get up to speed on this before seeing a
lawyer, Immigation Portal is a good site for H1b and related issues.
