The TN visa is the easiest (and best) option. If he doesn't want to work
for the job agent he doesn't have to *if* the end employer is willing to
hire him directly. If they don't want to hire him directly, he has the
choice to either work for the job agent or look for work elsewhere.
There are no more H1-B visas for 2007. The employer can apply in April
2008 for jobs starting in October 2008.
Regardless of any contracts the Canadian company signs, one way or
another your friend must have permission to work in the US. Mind you, if
the Canadian company *currently* has a branch office in the US, that
might work.
